Micron Considers Acquisition of JDI's Mobara Plant

Japan Display Inc. (JDI) is engaged in advanced negotiations with Micron Technology, the U.S.-based memory chip giant, regarding the sale of its large-scale liquid crystal display panel production facility located in Mobara, Chiba Prefecture, Japan. According to reports, Micron intends to convert the facility into a semiconductor chip assembly and testing base to address the explosive demand for HBM in the artificial intelligence era.

JDI officially ceased operations at the Mobara plant in November 2025. The facility previously served as a core manufacturing base for small and medium-sized panels used in smartphones and other electronic devices. JDI stated that it remains in consultations with multiple enterprises regarding the plant's sale and has not yet reached a final agreement. Should the transaction proceed smoothly, the consideration is expected to reach several tens of billions of yen. Market participants generally anticipate that both parties will make a final decision before June 2026, though the success of the negotiations remains uncertain.

Technical Rationale for Facility Conversion

The Mobara plant possesses distinctive facility advantages that make it an ideal candidate for conversion to semiconductor back-end processes. Originally acquired from Panasonic Holdings Corporation and commencing operations in 2013, the facility is equipped with high-specification cleanroom systems capable of effectively controlling dust and particulate contamination. Its environmental control equipment and temperature management systems closely resemble those of chip manufacturing plants, meaning that conversion to semiconductor assembly and testing production lines would be relatively straightforward, significantly shortening the timeline to production ramp-up.

Notably, JDI had previously planned to convert the facility into a data center, but this initiative was shelved due to prohibitive costs associated with power supply expansion and other infrastructure upgrades. Micron's acquisition interest provides a new value realization pathway for this idle asset.

Micron's Strategic Intent and JDI's Challenges

Acquiring JDI's Mobara plant would provide Micron with ready-to-use cleanroom infrastructure and skilled technical personnel, avoiding the time and capital costs required to build new facilities from the ground up.

For JDI, which is mired in financial difficulties, the sale of the Mobara plant represents a critical step in its structural reform. Affected by persistent declines in panel sales volumes, the company had originally planned to file for bankruptcy protection by the end of 2025. To reduce fixed costs, JDI is consolidating panel production into a single facility in Kawakita Town, Ishikawa Prefecture, and exiting operations at the Mobara plant. Going forward, JDI plans to focus the Ishikawa facility on emerging areas such as automotive displays, sensors, and semiconductors, while exploring a transition to a fabless business model.
