The South Korean government recently announced a significant simplification of the import approval process for extreme ultraviolet (EUV) lithography machines. The approval time will be reduced from the current 34 days to 9 days, saving up to 25 days per single device. This move aims to help domestic chip manufacturers like Samsung Electronics and SK Hynix accelerate the deployment of cutting-edge production equipment.
According to information released by the Ministry of Trade, Industry and Energy on June 2nd, the Cabinet has approved amendments to the enforcement regulations of the High-Pressure Gas Safety Management Act. The core change involves reclassifying EUV lithography machines from the legal definition of "high-pressure gas manufacturing equipment" to "specific equipment." Previously, because EUV machines contain built-in high-pressure gas pipelines, each installation required a lengthy process: 15 days for technical review, 5 days for licensing, 7 days for an intermediate inspection, and 7 days for a final completion verification, totaling 34 days. The new regulations compress both the technical review and final verification to 2 days each and completely eliminate the intermediate inspection phase, shortening the entire process to 9 days.
Cost Reduction and Efficiency Gains for Enterprises
The process simplification not only saves time but also directly lowers financial costs for companies. The eliminated intermediate inspection previously required pressure and leakage tests conducted by overseas certified inspection agencies, costing about 0. 5 billion won (approximately 0.33 million USD) per machine. This expense will be saved under the new rules.
This regulatory reform is the latest step in the South Korean government's systematic support for the semiconductor industry. Against the backdrop of intensifying global competition for AI chips, shortening the deployment cycle for critical equipment is crucial for giants like Samsung and SK Hynix to capture the market for advanced process nodes (such as 1.4nm and below). Minister of Trade, Industry and Energy, Kim Joon-kwan, stated that this revision is "a benchmark regulatory reform that balances safety control with enhancing the competitiveness of the high-tech industry." To ensure safety standards are not compromised, the new rules mandate a factory audit and comprehensive process inspection for EUV equipment every three years.
The acceleration of this approval process directly addresses the industry's long-standing demand for streamlined administrative procedures and is expected to significantly enhance South Korea's agility and competitiveness in the next-generation semiconductor manufacturing race.
